Mayor's office to take Rose Quarter off the table at tonight's Urban Renewal Meeting

The big picture of what a new North/Northeast urban renewal area will look like will be revealed tonight at Billy Webb's Elk Lodge. Whether or not the Rose Quarter will be a part of that picture won't come into view until this summer.
Tonight, the Portland Development Commission hopes to start wrapping up its plans to consolidate the neighborhood's two urban renewal districts. But an earlier request from the mayor to plug the Rose Quarter into the new SUPER renewal district is being taken off the table.
This will decouple both large scale renewal projects in the pipe for the area: the URA merger, and the redevelopment of Memorial Coliseum and Blazer's Live District.
The announcement will be made at this evening's meeting of the PDC's North/Northeast Economic Study Area.
Portland EcoDistricts target Lloyd Center

Communities have a week left to weigh in on plans for “EcoDistricts” throughout Portland, and Northeast Portland's Lloyd District could become the first of five test neighborhoods for the project.
The EcoDistricts Initiative was developed by the Portland Sustainability Institute in partnership with the City of Portland. The PSI is a non-profit think tank that was created by Portland Mayor Sam Adams to help establish Portland as a center for ecologically focused practices, industries and commercial design
The EcoDistrict project aims to corral disparate stakeholders in specific neighborhoods and combine efforts to decrease negative environmental impacts from redevelopment. Goals such as energy savings, water conservation, mobility and access would be integrated into plans developed within specific neighborhoods.

Taxing the carbon content of fossil fuels is the most transparent and effective way to reduce the human causes of global warming. Proposals to levy a tax on carbon fuels, and to actually return that money to taxpayers through a dividend check or a tax credit, have gained wider support in the past year.

Chavez renaming news

Blogtown reports today on the first meeting of the city's Chavez street renaming historical panel. As we all know, the last go around was a bruiser. The effort lead in part by North Portland resident Marta Guembes has been moving slowly and more cautiously forward in recent months. The meeting of the historical committee is part of a more "process" driven city sponsored approch that many critics said was lacking during first renaming campaign on N. Interstate Ave. The committee is charged with considering the historical importance of the three streets names under consideration, SE 39th, Grand Ave and Broadway. If Broadway was renamed it would give a whole new level of irony to our running joke Chavez the Musical...get it, a "Broadway musical"...would become a Chavez musical..hello? Is this thing on? Anyone....
The InBox: Mississippi Business Association is hiring, St. Johns' Main Street Coalition may need manager

Two more bits today: Another job is opening up in North Portland (see earlier blog). The Historic Mississippi Business Association is hiring a new marketing person (see below). Meanwhile, St Johns has formed an official-sounding coalition to pursue the Oregon Main Street program... which might mean they too (in a few years) might be hiring. Wow, Obama's recovery package is working and it hasn't even been passed into law yet. He is a miracle worker.
In the latter's case, the St Johns group would have to come up with about $75K in local match money to buy into the program. Also the group would need to hire a 'Main Street manager' to be part of the program. It's a tricky deal. Usually these programs are awarded to established groups like governments or chambers of commerce, not a coaltion of civic groups. It will be interesting to see what happens.
