Funds for Community Projects in North Portland

The North Portland Trust Fund (NPTF) Committee announces funding for 2008. It is anticipated that $30,000 will be made available to assist groups and individuals in implementing community projects.

The NPTF is a mitigation fund that reflects a “good neighbor” policy of the Portland International Raceway (PIR). As a City-owned facility operated by Portland Parks and Recreation, PIR seeks to recognize and minimize the negative impacts that the racetrack has on North Portland neighborhoods—particularly from events that require noise variances. When those impacts cannot be directly reduced, the goal is to offer a compensating benefit. In order to achieve this goal, PIR requires major event promoters (those who need noise variances) to make an annual payment to the North Portland Trust Fund. A committee of seven North Portland residents considers requests for these funds to implement community projects. Their recommendations are forwarded for approval to the Parks Commissioner. North Portland Neighborhood Services administers the fund.

In order to qualify, grants must provide benefit in the Kenton, Portsmouth, Hayden Island, Bridgeton, East Columbia, Piedmont, Arbor Lodge, University Park, St. Johns, Cathedral Park, or Overlook neighborhoods. Applicants may include but are not limited to neighborhood associations, business associations, schools, parent clubs, government agencies, businesses, churches, and other community groups.

Some 2007 Trust fund grant recipients include: Roosevelt High School SUN Community School, ESL Classes, Peninsula Park summer concert series and University Park National Night Out event.

A grant writing workshop is scheduled for Wednesday, February 20, 2008 from 6:30-7:30 pm at the Historic Kenton Firehouse at 2209 N. Schofield. There will be an opportunity to talk with citizen members of the trust fund committee and receive tips in writing grants for the North Portland Trust Fund.
